TreatmentSheetRowConfigSegment

One configuration in a treatment row's timeline. It owns a closed inclusive window `[startsAt, endsAt]` and a snapshot of the config fields in force over that window. `endsAt` null runs until check out; a stop for good is `discontinued` on the row, not a configuration here.
